Hi, I recently bought this bowl, can anyone identify the reign mark and the writing decorating both the inside and outside?

Yes brand new.

But to answer the question:
GuangXu Nian Zhi - but not really of the GuangXu period.

Yes these are printed, The characters are 100 (more or less) variants of the Long Life Character 壽.
